PPA enforces stricter port entry protocols

THE Philippine Ports Authority (PPA) has mandated vessels to submit a Notice of Arrival (NOA) and an Application for Berth/Anchorage (ABA) before docking at PPA-managed ports.
Mark Jon Palomar, assistant general manager for operations, signed Memorandum Circular 001-2025, emphasizing stricter compliance with port entry procedures to improve scheduling, berth allocation and navigational safety.
Only vessel owners or masters may submit these documents, but a vessel owner's representative/agent (VORA) can do so with a duly signed authorization. PPA will maintain a list of accredited VORAs to ensure compliance.
The directive reinforces port regulations, enhancing efficiency and preventing unauthorized transactions. Port managers must strictly enforce the requirement, allowing only accredited VORAs to transact on behalf of vessel owners.
By streamlining procedures, the PPA aims to improve security, reduce delays, and enhance overall port efficiency. The order takes immediate effect, and stakeholders must comply to avoid disruptions.
